Instructions
- Prepare the Oat Base: In a large bowl, combine rolled oats, all-purpose flour, brown sugar (natural), baking powder, and salt. Press about two-thirds of this mixture evenly into a lined baking pan to form the sturdy base for the Carmelitas.
